 Transcontinental in an effort to keep its home flyer business alive in Quebec, they has developed an “innovative” circular for the city that will cut the volume of paper from flyers by nearly 60 per cent and eliminate the plastic bags they come in completely.The new flyer is a leaflet folded in four that combines ads from various retailers into a single printed product with a limited number of pages. It’s the latest development in what has become a debate in Quebec market over Transcontinental’s Publisac , a plastic bag stuffed with flyers, coupons and sometimes a local newspaper delivered to 3½ million householders in Quebec. ban the delivery of advertising flyers to homes unless the homeowners signal they want to receive them. The move reverses the current system, where flyers are delivered to every household except those who opt out by slapping a special “No flyers” sticker on their mailboxes or doors. Advertising wrapped in plastic will also be prohibited. Mirabel north of Montreal has already made similar bylaws. Other municipalities across the country may follow. Last year Transcontinental started an appeal a Quebec Superior Court’s ruling that dismissed its motion to quash a Mirabel (Montreal)  bylaw it says threatens the distribution of its retail flyers.

So TC's solution is to do all the printing themselves on a fold out flyer, basically taking away our business by us printers not printing French flyers for these same clients ourselves anymore! I guess I'll be talking my clients into going the Canada Post Neighborhood mail route way
